Background

The academic field of Public Administration is one of the oldest fields of inquiry and area of training in Ethiopia. As such, the teaching and learning of Public Administration program have initially started at Addis Ababa University in the early 1950s. During its long history, the governance responsible for coordinating the teaching-learning process has been changing throughout the history of the field. In 1961, when Haile Selassie I University was inaugurated, the teaching and learning activities of this field of study was managed by an independent department within the Faculty of Arts, labeled as the Department of Public Administration. From 1977 – 1981 the department was organized first under the Department of Political Science and Government, and subsequently under the Department of Management of the College of Business Administration. In 1982, however, a different arrangement that merged the fields of Management (Business Administration) and Public Administration was put in place and the Department of Management and Public Administration (MTPA) was established. This department had been producing graduates that specialize in Business Administration and Public Administration for over two decades. A major restructuring of the department occurred in 2004.

As part of the Program Review of the Addis Ababa University, a decision was made to establish an independent department responsible to produce graduates in Public Administration and Development Management labeled as “Department of Public Administration and Development Management” within the Faculty of Business and Economics. Before launching the program in 2004, the curriculum of the department was revised taking into account the global dynamics in the theories and practices of public administration and development management as well as the national demands for knowledge and skill in public and development administration. Subsequently, as part of the Ethiopian government’s initiative to expand higher academic institutions, the program has expanded to other universities (both senior and young universities of the country). Currently, the demand for effective public administrators and development managers is increasing from time to time in all parts of the country in particular and the world in general. The program, PADM, was started in Salale University in 2023/2024 G.C or 2015 E.C academic year in the College of Business and Economics to achieve the overall Ethiopian developmental goals and to solve the problems of the local society through qualified and graduated professionals.

Mission


  • The mission of the department is to produce qualified and competent professionals in Public Administration and Development Management. Using solid multidisciplinary training and a practical vocation, this department develops the knowledge, skills, attitudes, and practical experiences of students required to assume administrative positions and research and consultancy projects in government, non-governmental agencies, academic institutions, and, to some extent, business organizations.

Objectives

Through its programs the department has the objectives of producing:

  • To acquaint students with solid understanding of the essence of public administration, management and administrative theories, organizational behavior, public personnel management and labor relations, policy analysis and implementation, strategic management, public financial management, project formulation, monitoring and evaluation and other administrative and development issues to enable them to effectively apply and utilize these theories and concepts in public and nonprofit organizations;
  • To develop the analytical skills of students in describing, relating, identifying relationships, analyzing and interpreting how public administration deliver public services;
  • To equip students with the required knowledge, skills and attitudinal/behavioral competencies to enable them to act ethically in the administration of public sector organizations;
  • To develop conceptual and analytical skills of students in policy analysis and implementation, program/project formulation, public finance and budgeting, monitoring and evaluation;
  • To prepare students for mid-level professional career that involves managing and administering human, material, financial and information resources of organizations at various levels of governments and non-governmental organizations and other agencies;
  • To equip students to develop structures that would respond to managerial, political, legal, and ethical concerns;
  • To prepare students for graduate and professional studies in public administration and other related programmes.
