Background of Competency and Human Resources Management Executive Office

The Competency and Human Resources Management Executive Office at Salale University is accountable to the Vice President for Administration and Development. It is composed of two team leaders and 18 staff members, all dedicated to building a competent workforce that supports the university’s mission and vision.The office is accountable for analyzing and establishing effective HR structures, improving operational systems, and managing key functions such as recruitment, promotion, transfer, compensation, records, training, development, and staff benefits for both academic and administrative personnel. It also ensures workplace safety and provides HR management consultation, monitoring, and support to university colleges. Staff grievances are addressed in accordance with legal procedures.Understanding the damaging effects of corruption on both the nation and the institution, the office remains committed to carrying out its duties with transparency, integrity, and accountability.

Roles and Responsibilities of Competency and Human Resources Management Executive Office

  • Develop and implement human resource policies, procedures, and systems aligned with institutional goals.
  • Manage the full employee lifecycle, including recruitment, onboarding, promotion, transfer, and exit processes.
  • Handle employee relations, including conflict resolution, disciplinary actions, and grievance redress in accordance with labor laws.
  • Ensure full compliance with Ethiopian labor laws, civil service regulations, and university policies.
  • Coordinate training and staff development programs to enhance professional skills and competencies.
  • Administer employee compensation, benefits, and payroll with accuracy and fairness.
  • Maintain up-to-date and secure employee records and HR data management systems.
  • Promote a safe, inclusive, and supportive working environment across the university.
  • Provide HR consultation and support to colleges, departments, and administrative units.
  • Lead efforts in workforce planning, job evaluation, and organizational development.
  • Uphold transparency, accountability, and ethical practices in all HR operations.
